FOUR -TIER ECONOMIC EXCHANGE SYSTEM
               The System Core will make use of four markets for the exchange of goods and services. The
               complete plan is provided in the full proposal – see pages starting at 121.

                       1. The Standard Needs Market System (Payment Type: Earned Equity)

                       2. Administrative and Governance Procurement System
                         (Payment Type: Legislative Enactments approved by the people, based on Standard
                         Needs Earned Equity – Example: National Defense Enactments are fully funded as
                         protection against roué nations is a Standard Need)

                       3. I-WAUT Capitalist Consumer Market System - (Payment Type: Willits)
                         I-WAUT is the acronym for “I Will Accept Universal Tender”.
                       4. Black Market System (Payment Type: Willits)
                         Goal: To ensure those who participate in or exploit what is referred to as the  Black
                         Market (goods or services deemed destructive to the individual), have a system of ethics
                         and a means of resolving disputes without engaging in violent actions. Black Market

                         concepts are reviewed in the xChange section.


               60/30/10 RESOURCE PARTITION PLAN
               Our proposed Material Resource Allocation is partitioned based on the following percentages: 60
               percent for Standard Needs Earned Equity, 30 percent for Capital Markets, and 10 percent for
               International Trade (for debt settlement, needed resource procurement, and to prevent
               corruption).  The Partition Plan is activated once all Standard Needs are met - with agreed upon
               Standard Needs retaining allocation priority.


               The Resource Partition Plan ensures resources are distributed fairly, and the fair balance of social,
               corporate, and international needs and for the prevention of corruption.



               CORPORATE INTERLACING
               Corporations are phenomena that infect societies with the ideology of acceptable destruction.
               Corporations have convinced people to accept the most egregious offenses: labor abuses; waste,

               ecological damage – the list of corporate offenses is long. Corporations and governments have
               been able to commit atrocities because they hold and dangle the carrot – products (resources) and
               money (access to products) – the ability to buy and sell.

               For centuries billions of people have been convinced money is valuable, when what is truly valuable
               is one’s labor and skills, as well as innovative thinking.


               Within our current system, to receive money, you must alter your perception (create a business
               persona), and justify the acceptance of destructive behavior.
